This website is partially compliant with the Web Content Accessibility Guidelines (WCAG) version 2.2 AA standard, due to the non-compliances and exemptions listed.

PDFs and other documents

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.

For example, we do not plan to fix committee papers published before 23 September 2019 or reports published before 23 September 2019 as these are considered 'archives'.

Any new PDFs or other documents we publish will meet accessibility standards.

Live video

We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.

Non-compliance with the accessibility regulations

Text alternatives

Some of the images on our site do not have an appropriate text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.1 success criterion 1.1.1 (non-text content). This will be fixed as part of our upcoming website upgrade.

Navigable

Some of our ‘skip to main content’ links to do not work properly. This can make it difficult for those using a screen reader to access our content. This fails WCAG 2.1 success criterion 2.4.1 (bypass blocks). This will be fixed as part of our upcoming website upgrade.

Readable

Some of our content does not have the ‘language’ correctly defined. This can cause problems for users accessing our content using a screen reader. This fails WCAG 2.1 success criterion 3.1.1 (language of page) and success criterion 3.1.2 (language of parts). This will be fixed as part of our upcoming website upgrade.

Predictable

A small number of our forms do not have a ‘submit’ button. This can cause problems for people using the form without a keyboard. This fails WCAG 2.1 success criterion 3.2.2 (on input). This will be fixed as part of our upcoming website upgrade.

Compatible

Some of our content uses duplicate ID’s. This can make it difficult for those using a screen reader to access our content. This fails WCAG 2.1 success criterion 4.1.1 (parsing). This will be fixed as part of our upcoming website upgrade.

Some of our links do not contain machine-readable text content. This can make it difficult for assistive technologies to access this content. This fails WCAG 2.1 success criterion 4.1.2 (name, role, value). This will be fixed as part of our upcoming website upgrade.
