How the council works
Councillors make decisions about policies that affect the Highlands as part of committee meetings.
The council is also an organisation of thousands of staff who cover a wide range of services.
Many day-to-day decisions are made directly by council staff. Decisions made by council officers that are likely to be politically controversial or affect a particular ward must be made in consultation with councillors. These safeguards and a list of the decisions officers can make are described in our Scheme of Delegation.
