Review of the proposal to relocate St Clement’s Special School, Dingwall
We have published the Final Consultation Report into our proposal to relocate St Clement’s Special School to a new site adjacent to Dingwall Primary School.
The statutory public consultation for the relocation of St Clement’s Special School ran from 9 June 2025 to 3 October 2025.
The Final Consultation Report is to be submitted to the Highland Council. The next full meeting of The Highland Council in December is scheduled for Thursday, 11 December 2025.
Council officers have reviewed:
- all of the submissions;
- the note of the meeting;
- and the Education Scotland report;
After carrying out the above review, the officers have concluded that the proposal to relocate the school offers educational benefits and should be implemented.

Between now and 9 December 2025, members of the public are invited to provide further comments which will be tabled at the meeting of The Highland Council. This will allow Elected Members to take into account any further representations in relation to the recommendation contained within the Consultation Report, before agreeing a decision.
