There are two different types of caravan site licence - residential or holiday/ touring.
- A residential site is a caravan site that has permanent, year-round residents.
- A holiday/ touring site is a caravan site that does not have permanent, year-round residents.
- A site which has a mixed use, that is both permanent year-round residents as well as caravans or pitches used for holiday and/ or touring units needs a residential site licence.
Applications for a caravan site licence
- To apply for either type of caravan site licence you must have appropriate planning permission for the use of the site. No licence can be issued to a site which does not benefit from the correct planning permission.
- We recommend that you do not apply for a caravan site licence until you have obtained the necessary planning permission.
- A residential site licence runs for 5 years and incurs a fee.
- A holiday/ touring site licence does not expire and incurs no fee.
- There are exemptions to holiday/ touring caravan site licensing, such as sites which have up to 5 pitches and are a member of an exempted organisation. For more details, contact Environmental Health.
- No licence is required if you operate a site which just caters to tents.

Residential caravan site licences are granted for 5 years and holiday/ touring site licences do not expire. Both types of caravan site licence are issued to an individual, so should ownership of a site change a new licence would be required. Additionally, certain alterations to the site, such as altering the number of units would require a new licence. Before making any physical changes to your site, you should consult with Planning and Environmental Health to ensure your plans can be accommodated.
On receipt of a completed application form, accompanied by the appropriate fee, a site plan, and any other supporting information as detailed on the application form, we will check with planning, local councillors, the police and fire and rescue service before determining the application and carry out an inspection.
If you have been refused a licence you can appeal to the Sheriff Court.
