Set out below is information on previous stages in the preparation of CaSPlan together with a series of background assessments and analysis which has informed the policies and proposals identified in the Plan.
Intention to Adopt CaSPlan
The Intention To Adopt version of CaSPlan was approved by the Highland Council on 28th June 2018. The List of Modifications provides information on all the changes which have been made to the Modified Proposed Plan following receipt of the Report of Examination. The CaSPlan Examination page provides further information on the examination process that was held following our submission of the Modified Proposed Plan to the Scottish Ministers on 6 April 2017. CaSPlan Modified Proposed Plan
A Modified Proposed Plan was published for consultation between 30 September and 11 November 2016 following a Committee decision to propose significant changes to the Proposed Plan. To view the Modified Proposed Plan and the comments made on it please visit our consultation portal. On 14 and 22 February 2017 the Caithness Committee and Sutherland County Committee considered the comments received and agreed that the Modified Proposed Plan could proceed to Examination.
CaSPlan Proposed Plan
We prepared and consulted on a Proposed Plan from January to March 2016. You can read the Proposed Plan and comments made on it during the consultation period (January to March 2016) on our consultation portal. The comments received on the Proposed Plan were considered by the Sutherland County Committee and the Caithness Committee on 30 and 31 August 2016. It was decided to propose two significant changes, the deletion of site allocations TS12 and TS14. This resulted in the preparation of a Modified Proposed Plan.

Strategic Environmental Assessment (SEA)
The preparation of the Caithness and Sutherland Local Development Plan (CaSPlan) has been informed by a Strategic Environmental Assessment (SEA) which has been published and consulted on for each main stage in the plan making process. The key stages of the Plan making process and associated versions of the SEA are listed below:
- Main Issues Report (Oct 2014) which was accompanied by the Environmental Report
- Proposed Plan (Jan 2016) which was accompanied by the Revised Environmental Report
- Modified Proposed Plan (Sept 2016) which was accompanied by an Addendum to the Revised Environmental Report
- Intention to Adopt CaSPlan (July 2018) which was accompanied by a Post Examination Addendum to the Revised Environmental Report
- Adopted CaSPlan (August 2018) which was accompanied by the Finalised Environmental Report and the Post Adoption Statement
Habitats Regulations Appraisal (HRA)
A final Habitat Regulations Appraisal has been prepared which reflects comments received by SNH following the completion of the Examination process. As shown in Appendix 2 of the HRA, SNH have confirmed that they are satisfied with the revised post Examination CaSPlan as far as Natura site considerations are concerned. It therefore represents the final HRA Record and concludes the HRA process for CaSPlan.
Equalities Impact Assessment (EQIA)
We undertook an Equalities Impact Assessment (EqIA) screening to consider how the Plan might affect different groups within the community.
Monitoring statement
A Monitoring Report was prepared that assesses changes in the characteristics of the CaSPlan area and the success or otherwise of previous planning policies. We also prepared an Addendum: Housing Background Paper to the Monritoing Report was produced as a background document to the Proposed Plan.
