Fireworks and firework control zones
Firework use and sale is restricted by law.
Using fireworks
Fireworks can’t be set off or thrown in, or into, public spaces or streets.
Fireworks can’t be used before 6pm or after 11pm.
On special days, fireworks can be used till midnight. These are: 5 November, Hogmanay, Chinese New Year and Diwali.
Buying, supplying, storing fireworks
Fireworks can only be sold to people aged 18 years or older.
By law, you can’t buy fireworks for, or supply them to, anyone younger than 18 years old.
By law, all businesses require to have an explosives licence to sell and / or store fireworks.

Fireworks Control Zones (FCZ)
Local authorities have legal powers to create Fireworks Control Zones. This is a discretionary power.
What are Firework Control Zones?
If an area is designated as a firework control zone (FCZ), it is illegal for members of the public to ignite a firework in that area. This includes setting off fireworks on private property such as a garden.
(F1 fireworks are excluded. These are classed as indoor fireworks. The firework category is shown on the product packaging.)
Controlling the use of fireworks
An FCZ is one option that can be used as part of a specific targeted response to issues associated with firework mis-use.
We, with our partners, will first consider alternative options that may be equally, or more effective, such as
- Community engagement and/or awareness raising
- Engagement and diversionary activities for young people
- Early intervention in areas of concern
- Enforcement activities under the Fireworks (Scotland) Miscellaneous Amendments Regulations 2021
Community request for a Fireworks Control Zone
If there is a recognised and regular problem with fireworks misuse and other measures have not been able to resolve the problem; then a community group can request an FCZ.
Only a recognised community group can make a request. A request from an individual will not be considered.
The decision to consider an FCZ will be:
- based upon all available evidence
- be proportionate and
- balanced against alternative options
By law, we require to extensively consult with the local community, before creating an FCZ. The process may take over 32 weeks. This is in line with Scottish Government Guidance.
Firework Control Zones are enforced by Police Scotland only.
