1. APOLOGIES FOR ABSENCE
Apologies for absence were intimated on behalf of Councillors Fernie, MacNab and Mowat.
2. CONFIRMATION OF MINUTES
The Minutes of the Meeting of the Licensing Board held on 15th June, 2004, and Adjourned Meeting held on 12th July, 2004, copies of which had been circulated, were held as read and were unanimously approved.
3. PROPOSED TIMETABLE OF MEETINGS 2005
The Board approved the proposed timetable of meetings for 2005, copies of which had been circulated, and which dates are as follows:-

21st June, 2005
4th October, 2005
4. EXTENDED HOURS FOR CHRISTMAS/NEW YEAR FUNCTIONS
The Clerk explained that in terms of the Scheme of Delegation, occasional extensions, occasional licences and occasional permissions could be granted under delegated authority until the hours of 12 midnight from Mondays to Thursdays, and to 1 am the following day on Fridays and Saturdays. Any applications outwith these hours require to be referred to the Chairman of the Board or, in the absence of the Chairman, to two other members.
The Board agreed to grant delegated authority to the Clerk to grant applications for occasional permissions, occasional licences and occasional extensions for Christmas or New Year functions, until 1 am the following day during the period from 22 December to 3 January. Any applications beyond these hours are to be referred by the Clerk to Chairman of the Board or in his absence two other members in accordance with the Scheme of Delegation.

Mr. Stephen Copinger, Solicitor for the applicant, appeared. Mr. Copinger advised the Board that the bar in the premises is being converted into a Caf Bar on the continental model, and that there is a demand from visitors from the continent to purchase alcohol in the mornings. He intimated that his client would not be encouraging early morning drinking. The Board agreed to grant the application.
