A meeting of the Highland Public Services Partnership Performance Board will take place in Committee Room 2, Highland Council Headquarters, Glenurquhart Road, Inverness, on Thursday, 6 March 2014, at 10.00 a.m.

As a Community Planning Partner, you are invited to attend the Board meeting and a note of the business to be considered is attached.

1. Apologies

2. Minutes of Meetings        

i. Highland Public Services Partnership Performance Board

There are circulated for approval Minutes of the last Meeting held on 12 December 2013.

ii. Community Planning Partnership Chief Officers Group

There are circulated for reference draft Notes of the last Meeting held on 30 January 2014 (pp.15-22) and of the Workshop held on 18 February 2014.

3. Delivering Partnership Outcomes

The following updates are provided by Responsible Officers against the current delivery plans for the Single Outcome Agreement (SOA) and on developing partnership working: 

i. Economic growth and regeneration (HIE)  
ii. Employability (Mr S Black, HC) 
iii. Early years/Children  (HC)     
iv. Safer and stronger communities (Police Scotland) 
v. Health inequalities and physical activity (NHSH) 
vi. Outcomes for older people (NHSH)   
vii. Environmental outcomes (SNH)    
viii. SOA Development Plan (HC) 

The Board is asked to scrutinise the progress reported.

4. Identifying CPP Strategic Priorities

There is circulated Report dated 21 February 2014 by the Head of Policy and Performance, the Highland Council, which seeks Board approval for five strategic priorities on which the Community Planning Partnership (CPP) will focus.

The Board is asked to:

i. note the progress made through the two Chief Officer Group (COG) meetings since the last Board meeting in December 2013;
ii. agree that the current Single Outcome Agreement (SOA) with its 44 long term outcomes and 169 intermediate outcomes is comprehensive but unwieldy for added CPP effectiveness and scrutiny;
iii. discuss the SWOT analysis for the region appended to the report and agree any changes to it;
iv. consider the five strategic priorities developed and agree whether these can be adopted or improved by the Board; and
v. note that the COG will deploy resources to deliver the new strategic priorities and that further discussion with the Government is required for the SOA to be streamlined.

5. CPP Board Title and Membership

There is circulated Report dated 21 February 2014 by the Head of Policy and Performance, the Highland Council, which addresses the Board request at its previous meeting that the Chief Officer Group consider a revised title for the Board.

The Board is asked to consider whether any of the options at Paragraph 2.1 of the report for naming the Board are preferred and to note that a review of membership should take place once Community Planning Partnership strategic priorities are finalised.

6. Self-Assessment for CPP Board Members

There is circulated Report by the Corporate Performance Manager, the Highland Council, which proposes that, facilitated by the Improvement Service, the Partnership Board and Chief Officers Group (COG) undertake a robust self-assessment using the Improvement Service Partnership Checklist (appended to the report).  This self-assessment tool will support the Board to critically review its fitness for purpose in achieving shared outcomes.  The process will also strengthen team working and support the development of the Partnership Board.

The Board is asked to:

i. consider and approve the proposed approach – and dates – to undertaking a Community Planning Partnership supported self-assessment with Board and COG members; and
ii. agree that partners will nominate the appropriate officers to facilitate self-assessment and improvement planning, to build capacity in Highland to take forward in the future.

7. Presentation – Education Scotland

A presentation will be undertaken by representatives from Education Scotland on the Community Learning and Development requirements on partners and inspection regime.

The next meeting will be held on Thursday, 5 June 2014, in the Highland Council Headquarters, Inverness.
