1. Calling of the Roll and Apologies for Absence

2. Declarations of Interest

Members are asked to consider whether they have an interest to declare in relation to any item on the agenda for this meeting. Any Member making a declaration of interest should indicate whether it is a financial or non-financial interest and include some information on the nature of the interest. Advice may be sought from Officers prior to the meeting taking place.
3. Membership of the Council

The Council is advised that Mr Drew Hendry tendered his resignation as a Member of the Council with effect from 13 July 2015.
In this regard, a By-Election for Ward 13 (Aird and Loch Ness) has now been arranged and will be held on Thursday, 8 October 2015.
4. Vice Convener
Iar-Neach-Gairm
Motion from the Administration – the Leader and Depute Leader of the Council will move the appointment of Mrs Carolyn Caddick to the second position of Vice Convener within the Council.
5. Highland First - Programme for the Highland Council
Prògram na Comhairle
Motion from the Administration – the Leader and Depute Leader of the Council will move the Programme which sets out the Administration’s priorities. These priorities will form the basis of the Council’s Corporate and Service Plans.
In this regard, the Programme is circulated separately.
Members are asked to agree the Programme for the Council as circulated and to note that the proposed Performance Framework will be taken to a future meeting.

7. High Life Highland
High Life na Gàidhealtachd
Members are advised that, following his appointment as Chair of the Education, Children and Adult Services Committee, Mr Drew Millar confirmed his resignation from High Life Highland with immediate effect.
Following an email to all Members of the Council seeking expressions of interest, there is circulated Minutes of Meeting of the Appointments Panel held on 6 August 2015, together with the applications received and copies of the Role Profile and Skills Set.
The Council is asked to appoint 1 Member to High Life Highland.
