3. Developing Local Priorities for Isle of Skye and Raasay

There is circulated Report No SR/15/16 by the Depute Chief Executive/Director of Corporate Development which provides Members with an update on the local strategic priorities for Isle of Skye and Raasay.

The Committee is invited to:-

i. consider and agree these draft priorities for Isle of Skye and Raasay; and
ii. agree that the priorities will be further refined following discussion at a future meeting.
In this regard, the Leader of the Council will be in attendance at the meeting to discuss with the Committee their key issues and whether the Administration could help progress these issues.

The Leader would also like to hear from the Committee on their strategic priorities for the Isle of Skye and Raasay area in order to allow these to sit alongside the priorities as listed in Highland First.

4. Police – Area Performance Summary

There is circulated Report No SR/16/16 by the South Area Commander for Police Scotland which provides a local summary update to Committee Members on progress with reference to the local priorities within the Highland 2014-2017 Policing Plan.

The Committee is invited to scrutinise and discuss the progress report and updates in relation to the three Priorities; Road Safety, Drug & Alcohol Abuse and Dishonesty.

5. Housing Performance Report – 1 April 2016 to 30 June 2016

There is circulated Report No. SR/17/16 by the Director of Community Services which provides information on how the Housing Section performed in relation to the Scottish Social Housing Charter and other performance indicators up to 30 June 2016.

The Committee is invited to scrutinise the information provided on housing performance in the period 1 April 2016 to 30 June 2016.

6. Business Development: Isle of Skye and Raasay Update

There is circulated Report No. SR/18/16 by the Director of Development and Infrastructure which updates Members on the performance of the Council’s business development services in Isle of Skye and Raasay.  It summarises the delivery of the Business Gateway over the first two quarters of 2016, and informs Members on progress with Council involvement in local business development activity in Isle of Skye and Raasay during the first two quarters of 2016/17.

The Committee is invited to note Business Development Service performance in Isle of Skye and Raasay for the first half of 2016/17.

7. Taking Forward Community Partnerships

There is circulated Report No SR/19/16 by the Acting Head of Policy which provides Members with an update on the next steps for taking forward a Community Partnership for the Isle of Skye and Raasay.

8. Skye Air Services Business Case 2016

There is circulated Report No. SR/20/16 by the Director of Development and Infrastructure which presents the Final Draft Executive Summary of the Skye Air Services Business Case 2016 Report, seeks the Committee’s views on the findings, and advises that it is intended to present a further report to the Planning Development and Infrastructure Committee.

The Committee is invited to:-

i. note the contents of the Final Draft Skye Air Services Business Case 2016 Executive Summary Report (appendix 1);
ii. provide comments on the report findings and support the case for the re-introduction of scheduled air services to Broadford Airstrip; and
iii. note that a further report will be presented to the PDI Committee in due course.

9. Minutes

10. Winter Maintenance Plan for 2016/17

There is circulated Report No. SR/21/16 by the Director of Community Services which provides information on winter maintenance preparations and arrangements for the 2016/17 winter period and invites the Committee to approve the Winter Maintenance Plans for the Isle of Skye and Raasay.

The Committee is invited to approve the Winter Maintenance Plans for the Isle of Skye and Raasay, which includes the priority road lists and maps presented in Appendix B & C.
