2. Chief Officers’ Group – Note of Meeting

There is circulated for approval Note of Meeting of the Chief Officers’ Group held on 11 November 2016.

3. Community Planning Board – Minutes and Action Sheet

There are circulated for comment the draft Minutes and Action Sheet of the Community Planning Board held on 16 December 2016.

4. West Highland and Islands Local Development Plan and Action Programme

There is circulated Report No COG/01/17 by Scott Dalgarno, Development Plans Manager, Highland Council.

The Group is asked to:-

i. consider, discuss and agree the key elements of the proposed West Highland and Islands Local Development Plan (WestPlan) outlined in section 2 and Appendices 2 and 3 of the report;
ii. consider and discuss respective partners’ roles in collaboratively delivering the WestPlan and, in particular, the Areas for Coordinated Action, to inform the contents of the Action Programme;
iii. agree that the finalised Action Programme be referred to the CPP Board for approval alongside the proposed WestPlan document; and
iv. note the next steps for preparing and delivering the Local Development Plan.

5. Supporting more community action

There is circulated Report No COG/02/17 by Carron McDiarmid, Head of Policy and Reform, Highland Council.

The Group is asked to:-

i. consider the feedback from the event on supporting more community action;
ii. deliberate on how to take forward the most supported idea of a Community Gateway;
iii. respond positively to the Government’s offer of supporting a U.Lab event in Highland as a way of supporting the changes in the CPP, especially the emerging local Community Partnerships; and
iv. consider the practical arrangements of holding such an event – eg the participants to invite, timing and residential requirements.

6. Feedback - Additional COG 25 January 2017

The Group is asked to discuss the feedback from the additional COG held on 25 January 2017 in conjunction with Community Partnership Chairs.

7. Developing the Local Outcome Improvement Plan (LOIP) – Update

There is circulated Report No COG/03/17 by the LOIP Subgroup.

The COG is asked to consider and agree a structure for engagement to support the development of the LOIP.

8. Review of Purpose and Role of COG

In light of the new arrangements and development of Community Partnerships, it has been agreed to review the purpose and role of the Chief Officers Group.  The Group is asked to come prepared to hold a discussion on what the purpose of the COG is going forward, including links to Community Partnerships.  It is proposed that this is the principal agenda item for this meeting.

  • Active Highland Strategy Update (Cathy Steer)
  • Breakthrough Achievements – lead officers are asked to provide an update to the Board on the three breakthrough achievements

Chief Officers’ Group – items proposed for 26 April 2017

  • Potential impacts of the vote to leave the European Union and any contingency plans partners may have in response (Stuart Black)
  • Development of Community Gateway/Community Access to Small Grants (Community Gateway/Small Grants Subgroup)
  • Improving access for older people to reduce isolation, promote inclusion and maintain good health and wellbeing (transport as part of the solution, report from Older People’s Improvement Group and consider HITRANS as a member of the CPP) (Jan Baird/Mhairi Wylie)
  • Presentation: Modern Apprenticeship Expansion (Seonag Campbell)
  • Regional Skills Assessment and School Leaver Destinations (Seonag Campbell)
  • Community Justice

10. Future Meeting Dates

The next meeting is scheduled to take place at 2.00 pm on Wednesday 26 April 2017 in Committee Room 1, Council Headquarters, Glenurquhart Road, Inverness.

Dates for the remainder of the year will be arranged in early course.
