2. Chief Officers’ Group – Note of Meeting

There is circulated for approval Note of the Chief Officers’ Group held on 22 September 2017.

3. Community Planning Board – Minutes and Action Sheet

The draft Minutes and the Action Sheet of the Community Planning Board held on 4 October 2017 are circulated for comment.

4. NHS Highland Update

The Chief Executive, NHS Highland, will provide an update on the current health issues in Skye and Caithness.

5. Developing Community Partnerships – Update

There is circulated Report No COG/09/17 by the Community Partnerships Subgroup.

The Group is asked to agree the governance structures proposed for Community Partnership plans as set out in appendices 1, 2 and 3 of the report.

6. Implementation of the HOIP Action Plan

There is circulated Report No COG/10/17 by the HOIP Subgroup.

The Group is asked to:

i. discuss and agree a lead partner to co-ordinate the development of a one year communication and engagement strategy;
ii. nominate representatives from each partner to enable the strategy to be developed and delivered;
iii. agree a workshop in January 2018 to engage thematic groups in the review of the CPP structure; and
iv. agree that all partners conduct internal discussion on the HOIP themes and outcomes to determine how they can contribute to their delivery.

7. Community Justice Partnership – Governance

On behalf of the Chair of the Community Justice Partnership, the Director of Care and Learning, Highland Council, will provide an update on the governance arrangements for the Community Justice Partnership

8. Commission on Highland Democracy – Findings – Executive Summary

There is circulated Report No COG/11/17 by the Community and Democratic Engagement Manager, Highland Council.

The Group is asked to consider the findings of the Commission and discuss the implications for the CPP.

9. Feedback on the HIE Strengthening Communities National Conference – 21/22 September 2017

The Director of Business and Sector Development, HIE, will provide feedback on the recent National Conference on Strengthening Communities.

10. Participatory Budgeting - Update

There is circulated Report No COG/12/17 by the Community and Democratic Engagement Manager, Highland Council.

The Group is asked to consider the update on the development of participatory budgeting and the opportunities for enhanced partnership approaches.

11. Apprenticeship Levy

Stephen Sheridan, Skills Planning Manager, Skills Development Scotland, will provide an update on Modern Apprenticeship family development and the National Apprenticeship Levy.

12. New Breakthrough Achievement

The Group is asked to discuss and define a new breakthrough achievement for the CPP around the area of mental health and suicide prevention.

The next meeting is scheduled to take place at 2.00 pm on Tuesday 20 February 2018.  Dates for the remainder of 2018 will be confirmed in due course.
