Highland Community Planning Partnership Board

A meeting of the Community Planning Board will take place in the St Kilda Room, SNH Headquarters, Great Glen House, Leachkin Road, Inverness, IV3 8NW on Tuesday 19 December 2017 at 10.30 am.

As a Community Planning Partner, you are invited to attend and the business to be considered is noted below.

Business

1. Apologies for Absence

2. Minutes of Meetings

The following Minutes are circulated for noting or approval as appropriate:

i. Community Planning Board – 4 October 2017 (for approval); and
ii. Chief Officers’ Group – 7 November 2017 (draft for noting).

3. Commission on Highland Democracy

There will be a presentation by Rory Mair on the findings of the Commission on Highland Democracy.

The Commission has offered proposals on how public bodies might respond to the challenges identified by the Commission.  These are:

1. The importance of strategy
2. Understanding democratic responsibility
3. Locality planning and involvement
4. Community Councils
5. Making individual decisions within a democratic framework
6. Community responsibility

The Board is asked to consider:

i. how the CPP could develop its understanding of the issues; and
ii. how the CPP might want to begin to review/renew its approach with regard to increasing participation/engagement.

4. Developing Community Partnerships

i. Updates from Chairs

A verbal update will be provided by each Community Partnership Chair.

The Board is asked to consider any risks and issues raised.

ii. Update from Chief Officers’ Group

There is circulated Report No CPB/16/17 on behalf of the Chief Officers’ Group.

The Board is asked to agree the governance structures proposed for Community Partnership plans as set out in appendices 1, 2 and 3 of the report.

5. Implementation of the HOIP Action Plan

There is circulated Report No CPB/17/17 on behalf of the Chief Officers’ Group.

The Board is asked to note the next steps being taken by the Chief Officers’ Group to deliver the HOIP Action Plan.

6. Update on Community Justice

There is circulated Report No CPB/18/17 by the Chair of the Community Justice Partnership.

The Board is asked to note and comment on the work already carried out in relation to community justice and the plans for future progression within Highland.

7. Participatory Budgeting - Update

There is circulated Report No CPB/19/17 by the Community and Democratic Engagement Manager, Highland Council.

The Board is asked to consider the update on the development of participatory budgeting and the opportunities for enhanced partnership approaches.  

8. Proposed New Breakthrough Achievement

Ch Supt George Macdonald, Police Scotland will provide a verbal update on the work to consider a new breakthrough achievement for the Partnership.

The Board is asked to consider and discuss the proposed area for a new breakthrough achievement.

9. Skills Investment/Talent Attraction and Retention

The Board is asked to discuss the area of skills, talent attraction and retention, and the opportunities for Partnership approaches.  To support this discussion, a paper on talent attraction, considered at the latest meeting of the Convention of the Highlands and Islands, is circulated by HIE’s Area Manager for the Inner Moray Firth.

The Board is asked to agree to establish a working group to take forward the work in this area on behalf of the Partnership.

10. Date of Next Meeting

The next meeting will take place on Wednesday 21 March 2018 in the NHS Highland Board Room, Assynt House, Beechwood Business Park, Inverness.
