3. the capital expenditure monitoring position for the period 1 April 2017 to 31 December 2017.

7. Development Plans Newsletter

1. approve the 2018 Development Plans Newsletter at Appendix 1 of the report for publication and submission to Scottish Ministers as the Council’s 2018 Development Plan Scheme; and
2. note the timescales for Member and community input to documents that may be relevant or of interest to the communities and areas that they cover.

10. Nairn Business Improvement District

The Committee is invited to approve the assessment made in Appendix 1, relative to the Nairn BID Proposal and agree not to exercise the Council’s right of veto, subject to the final BID Proposal not materially affecting the assessment made.

If upon receipt of the final BID proposal, it is considered that changes have been made which affect the assessment made in Appendix 1, agree to delegate authority to the Director of Development and Infrastructure in consultation with the Chair of Environment, Development and Infrastructure, to seek the necessary amendments to the final BID Proposal, failing which a further report is brought back to the Council meeting on 8 March 2018.

11. Economy and Regeneration\

1. note the confirmed availability of European Structural and Investment Funds (ESIF) until at least until March 2021;
2. agree, subject to annual budget availability, to secure ESIF to provide additional services and investment within the Highland Council area; and
3. note the report and the key developments highlighted during quarter 3 and emerging activity.

14.Traffic Regulation Orders and Charging Policy for Events and Processions on the Public Road

The Committee is invited to:-

1. agree the policy and associated charges for the implementation of Traffic Regulation Orders for events and processions as shown in Appendix A of the report;
2. agree that armed forces and Armistice Day events will be exempt from any charges and also that small scale community events will be exempt;
3. note that the service will continue to work to minimise charges for traffic orders by using the Council’s website and permanent traffic orders; and
4. agree that the policy and charges will be reviewed after 12 months with a report  brought back to this committee

15. Winter Maintenance

The Committee is invited to:-

1. note the challenges faced by the service in delivering the winter maintenance service this year and the pressure on the budget due to increased requirement for staff overtime and salt;
2. note the outcomes of the meeting with community representatives and the proposed ‘lessons learned’ meeting with staff; and
3. consider if a review of the Winter Maintenance Policy should be undertaken.
