Minute of a Meeting of the Highland Licensing Forum held at Council Headquarters, Committee Room 2 on Tuesday, 5th June, 2018.

 Ramsay McGhee(Chair), Liz Smart, Gordon Clelland, Bruce Gray, Joanne Sutherland and Gillian Gunn.

Welcome

Ramsay welcomed everyone to the meeting, prior to attending to business on the Agenda, the subject of Forum membership was covered. We have recently lost some members, Ramsay will shortly be at the UHI running courses, he will try and get a replacement for Stewart Stirling and also a youth representative; Ian Cox will continue to liaise with the Fire Service to get a replacement member for David McDiarmid who retired.

1. Overprovision paper from NHS.

Liz Smart spoke to her report on the current evidence available to inform on a future Overprovision Policy for Highland. The report which had only that morning been circulated to the Forum membership contained 4 specific options for Policy adoption. The paper had also been circulated to the Clerk, Susan Blease and her comments were awaited by Liz. Time would now be given to the wider Forum membership to study the data and options.

2.  Forum submissions in respect of Current Policy Statement Review .

The Meeting acknowledged the various submission papers to be submitted to the Clerk for the current Policy Statement review.

Ramsay requested a further meeting of the Forum be convened in late August, in order to finalise our submissions for the Policy Review inclusive of two further papers submitted by Sergeant Bruce Gray on behalf of Police Scotland. These papers concerning the template for a generic Drugs Policy for Licensed Premises and a Duty of Care Policy for Premises would be circulated to the wider Forum membership. Bruce would be submitting a separate paper to the Clerk in respect of these Proposals from Police (Scotland) but would also seek the Forum’s support.

3.  LSO Report.

The LSO report was circulated to attendees. Members noted that MUP had been smoothly accepted into local licensing practice, with some localised reduction in the availability of strong ciders due to the increase in expense.
