There is circulated for approval Note of Meeting of the Chief Officers’ Group held on 4 September 2018.

3.    Matters Arising

i.    Community Partnership Resourcing – update by the Acting Head of Policy, Highland Council, on behalf of the Community Partnerships Subgroup
ii.    Accessing funding for Fairer Scotland Duty and Child Poverty Action Plans – update by Scottish Government Location Director
iii.    Education Scotland - Community Learning and Development Inspection – update by the Interim Director of Care and Learning, Highland Council

4.    Community Asset Review

There will be a presentation by the Community and Democratic Engagement Manager, Highland Council.

5.    Highland Public Sector Property Group - Annual Report 2017/18

There is circulated Report No COG/17/18 by the Corporate Property Asset Manager, Highland Council.

The Group is asked to note and comment on the report.

6.    Visit Scotland

There will be a presentation by the Regional Partnerships Director, Visit Scotland.

7.    Participation Measure and Skills Development in Highland

There is circulated Report No COG/18/18, which will be accompanied by a presentation, by the Head of Operations, North Region, and the Regional Skills Planning Lead, Skills Development Scotland.

Disaggregated Regional Skills Assessment reports in respect of North, West, and Inverness and Central Highland are also circulated.

The Group is asked to consider and discuss the reports.

8.     Local Governance Review

There is circulated Report No COG/19/18 by the Acting Head of Policy, Highland Council.

The Group is asked to:

i.    discuss the opportunities and scope to develop a proposal to submit to the Governance Review;
ii.    agree the approach for any proposal; and
iii.    agree to participate in the COSLA workshop on 4 December 2018.

9.    Single Use Plastics

The Unit Manager – South Highland, SNH, will provide an update on progress in developing a breakthrough achievement.

10.    UK Vertical Launch Facility in Sutherland

There will be a presentation by the Director of Business and Sector Development, HIE.

11.     The Fairer Scotland (Socio-economic) Duty

There is circulated Report No COG/20/18 by the Acting Head of Policy, Highland Council.

The Group is asked to:

i.    note the implementation of the new Duty on listed bodies;
ii.    consider adopting the definition of socio-economic disadvantage across the CPP (as set out in section 7.2 of the report); and
iii.    consider how partners can apply the Scottish Government’s interim guidance to partnership activities.

12.     Breakthrough Achievement: Suicide Intervention Prevention Programme (SIPP) Training

There is circulated Report No COG/21/18 by the Head of Health Improvement and the Health Promotion Specialist, NHS Highland, on behalf of Ch Supt Macdonald, Police Scotland.

The Group is asked to:

i.    note progress with the breakthrough achievement on suicide prevention;
ii.    encourage staff from partner organisations to sign up to the SIPP training; and
iii.    ensure organisational representation at the Highland Prevent Suicide App launch event.

13.    Scottish Government Location Director Update

There is circulated, for noting, an update by the Scottish Government Location Director.

14.    Minutes of Community Planning Board

The draft Minutes of the Community Planning Board held on 4 October 2018 are circulated for comment.

15.    Future Agenda Items
