1.    Introductions and Apologies for Absence
    
2.    Note of previous Meeting

There is circulated for approval Note of Meeting of the Chief Officers Group held on 30 August 2019.
    
3.    Lets Get On With It Together (LGOWIT) - An Introduction

There is circulated Report No COG/10/19 by the Chief Officer, Highland Third Sector Interface.

The report introduces a presentation by Joanne McCoy, Self-Management Co-ordinator, LGOWIT.

The Group is asked to consider the presentation and whether there are opportunities to support further engagement on the subject of self-management for people with a long-term condition through collaboration with LGOWIT.
    
4.    Proposals in respect of the actions arising from the CPP Development Day on 23 August 2019

There is circulated Report No COG/11/19 by the COG Subgroup.

The Group is asked to:

i.     consider the merits of an independent chair and agree a position to recommend to the Board;
ii.    consider and agree the draft Terms of Reference at Appendix 1 of the report;
iii.   agree to formalise the role of the Chairs Development Group - moving forward this will be known as the Partnership Co-ordinating Group;
iv.   agree to disband the Chief Officers Group from June 2020;
v.    consider and agree to recommend to the Board the reviewed membership of the Board as outlined in the Terms of Reference at Appendix 1 of the report;
vi.   agree to design and introduce a programme of community engagement training building on existing work in place.  Additional resource is likely and the scope of this will be presented to a future meeting;
vii.  commit to developing an asset register to which all organisations will contribute as a mechanism for supporting Community Partnerships through existing staff resource;
viii. agree to the introduction of a small grants budget for Community Partnerships and HOIP Delivery Groups to support project activity;
ix.   re-affirm support to resource local Partnership areas of responsibility; and
x.    note the commitment from the Council, Police and the Scottish Fire and Rescue Service to fill the outstanding Community Learning and Development lead vacancies within the partnership.
    
5.    Highland Outcome Improvement Plan (HOIP) Action Plans

HOIP Delivery Group leads will provide verbal updates on the HOIP Action Plans and improving connections with Locality Plans.
    
6.    Update on preparations for/impact of leaving the European Union

Verbal updates will be provided.
    
7.    Community Asset Reviews

The Community and Democratic Engagement Manager, Highland Council, will provide a visual presentation on the properties in scope set against locality plan priorities.
    
8.    Review of the Corporate Parenting Board

The Head of Children’s Services, Highland Council, will provide a verbal update on the current review of the Corporate Parenting Board.

Partners are asked to provide feedback on their experience of the Corporate Parenting Board and identify areas for improvement.
    
9.    Refresh of the Highlands and Islands Skills Investment Plan and the Rural Skills Action Plan

There will be a presentation by the Regional Skills Planning Lead, Skills Development Scotland.
    
10.    Minutes of Community Planning Board

The draft Minutes of the Community Planning Board held on 3 October 2019 are circulated for comment.
