Minute of the meeting of the Highland Licensing Board held in the Council Chamber, Council Headquarters, Glenurquhart Road, Inverness, Tuesday 3 December 2019 at 2.35pm.

The Convener advised the Board that the meeting would be filmed and broadcast over the internet on the Highland Council website and would be archived and available for viewing for 12 months.

There had been circulated Report No HLB/108/19 detailing licences which had been granted under delegated powers by the Clerk to the Board during the period 24 October 2019 to 20 November 2019.

In response to a question, Mr Taylor solicitor for the applicant, outlined the main elements of the application in terms of the range of alcohol products to be sold at the premises, the alcohol display capacity and compliance with the licensing objectives.
The Board AGREED to GRANT the application for a provisional premises licence subject to mandatory conditions only.

In response to a question, Mr M McDougall solicitor for the applicant, advised the application sought to vary the premises licences so that on and off sales commenced at 1100hrs rather than 1200hrs to meet demand from customers ,particularly tourists, for brunches. There had been no local objections to the application.

There had been circulated Report No HLB/115/19 by the Clerk which invited the Board to determine the application.
The Licensing Standards Officer reported that question of any potential noise nuisance arising from the outdoor drinking area was addressed by the additional local conditions set out in the report. In the event there were any issues arising then this could reviewed by the Board.
The Board AGREED to GRANT the major variation to premises licence subject to mandatory conditions, existing local conditions and the additional local conditions (M) and (N(1)) as set out at 7.2 of the report.
