3. Recess Powers

The Committee is asked to note that the recess powers granted by the Council at its meeting on 30 June 2022 did not require to be exercised in relation to the business of the Dingwall and Seaforth Committee.
4. Appointment of Chair of Dingwall and Seaforth Committee

Nominations will be sought at the meeting for the position of Chair of the Dingwall and Seaforth Committee.
5. Appointment of Vice Chair of Dingwall and Seaforth Committee and Civic Leader

Nominations will be sought at the meeting for the position of Vice Chair of the Dingwall and Seaforth Committee and Civic Leader.

7. Dingwall and Seaforth Ward Discretionary budget applications approved since 1 April 2022

The Committee is asked to note that the following Dingwall and Seaforth Ward Discretionary Budget applications have been approved since 1 April 2022:
i. Headway Highland – to support vulnerable adults - £71.43
ii. Dingwall Players – Summer Arts Festival - £1,500
iii. Black Isle Farmer Society – Category Sponsorship - £500
8. Common Good Fund - Dingwall

There will follow Report No DSA/10/22 by the Executive Chief Officer Communities and Place and the Head of Corporate Finance and Commercialism.
9. Development Infrastructure Dingwall Update

There is circulated Report No DSA/11/22 dated 18 July 2022 by the Executive Chief Officer Infrastructure, Environment & Economy
The Committee is invited to:
i. note that full delivery of the housing allocations contained in the IMFLDP of c470 residential homes is still predicated on the delivery of Kinnairdie Link Road;
ii. approve the updated housing threshold to 250 homes for the delivery of housing development in advance of the KLR to allow construction of a further 100 homes over and above that constructed, under construction or consented shown at figure 1 subject to the actions set out in sub paragraph iv;
iii. agree the actions for mitigating the transport impacts of developments including:-
a. construction of the St Andrews to Chestnut Road Link;
b. essential mitigation on Mill Street and Burn Place - by reducing speed limits, traffic calming control/restrict parking and improve pedestrian crossing facilities;
c. active travel infrastructure requirements; and
d. Station Road Junction Signal upgrade.
iv. agree for the contents of this report to become a material consideration for relevant planning applications and pre-application advice noting that this represents an update to development requirements set out in pages 75-79 of the Inner Moray Firth Local Development Plan ( IIMFLDP);
v. note that detailed consideration of development and associated mitigation measures will be undertaken as planning applications are submitted – informed by this report and taking account of any implemented traffic mitigation measures; and
vi. agree that by investing in the above infrastructure improvements the Council is enabling future housing development and will therefore seek reasonable and proportionate developer contributions from these developments towards their funding, including developments approved after the construction of infrastructure improvements.
10. Winter Service Plan for 2022/23

The Committee is invited to:-
i. approve the Winter Service Plan for 2022/23.
ii. note that Covid-19 and driver’s hours regulations will potentially have an impact on the winter service provided.
