A meeting of the Highland Licensing Committee will take place in the Council Chamber, Council Headquarters, Glenurquhart Road, Inverness on Tuesday, 4 February 2014 at 10.30 am.

Members are reminded that during determination of Licensing Items, in order to be entitled to participate in any vote, Members must be present throughout all of the proceedings.

4. Licences Granted under Delegated Powers

There is circulated Report No HLC-001-14 (21kb pdf) by the Legal Manager which details all Licences which have been granted under delegated powers under the Civic Government (Scotland) Act 1982 and the Marriage (Approval of Places) (Scotland) Regulations 2002 granted in the period from 4 December 2013 to 22 January 2014.
The Committee is invited to note the report.
5. Pending Applications – 3 Monthly Considerations

There is circulated Report No HLC-002-14 (15kb pdf) by the Legal Manager relating to applications which are currently pending for the grant or renewal of licences under the Civic Government (Scotland) Act 1982.
The Report recommends that the Committee agree to defer the determination of the applications, either:
(a) to allow them to be approved under delegated powers in the event that
no objections/representations are received and all outstanding
documentation has been received from the applicants; or
(b) to a future meeting of the Committee when the applications will be
determined in terms of the Hearings Procedure.
6. Civic Government (Scotland) Act 1982
Late Hours Catering Licensing

There is circulated Report No HLC-003-14 (32kb pdf) by the Legal Manager which provides Members with feedback from the various Services in relation to the granting of additional hours for three late hours catering premises within Inverness City Centre for the festive period.
Members are invited to consider:
(i) Proving delegated powers to the Legal Manager to approve any future
requests for either exemption from the requirement to hold a licence or
variation of licence, where the hours are outwith policy, in relation to the
future Festive periods and for the period of any other significant event.
(ii) The fee to be charged for an application for exemption from the
requirement to hold a licence be set at £109.
(iii) Any exemptions granted under delegated powers would have the
standard late hours catering conditions attached to the same.
7. Taxi Tariff Review

There is circulated Report No HLC-004-14 (420kb pdf) by the Legal Manager advising the Committee of the responses received from the taxi trade in relation to the review of the current taxi fare scales and invites Members to consider the responses and the additional information in the Report and thereafter agree a draft tariff for public consultation.
