Members will recall refusing the above application at the Committee meeting of the 25 March 2013.  There is circulated the Decision letter from the Scottish Government Directorate for Planning and Environmental Appeals setting out the decision of the Reporter appointed by the Scottish Ministers to dismiss the appeal and refuse the planning application.  The Reporter agreed with the reasons for refusal set out by the Council.  The Planning Service is continuing to engage in discussions with the National Trust for Scotland and investigating options with other landowners with a view to identifying suitable sites for future development
