New City Manager for Inverness
The Highland Council has appointed a new City Manager for Inverness. He is David Haas, the Council’s Area Solicitor and Area Administrator for Inverness.
David will take up his post on 1 May.
He will be the principal adviser to the new City of Inverness Committee of The Highland Council, when it is created following the May elections, and will co-ordinate the activities of the four Ward Managers to be appointed in the Inverness area.

David joined the former Inverness District Council in July 1994 and two years later moved to Badenoch and Strathspey as The Highland Council’s Area Solicitor and Administrator. Originally from London, David is a solicitor qualified in both Scots and English Law.
The Council has already appointed a Corporate Manager for Inverness Nairn and Badenoch and Strathspey. He is William Gilfillan, currently Area Manager for Nairn and Badenoch and Strathspey, who will be the Council’s principal officer in this area.
Later this month, an appointments panel will interview candidates for the posts of four Ward Managers to serve the Inverness Area.
In total the Council is appointing 16 Ward Managers throughout the Highlands to ensure the efficient and co-ordinated delivery of services in each area.
The Council is restructuring as a response to the creation of 22 multi-member wards from the local government elections on 3 May, when voting will be by Proportional Representation, using the Single Transferable Vote. There will be 14 four-member wards and 8 three-member wards.
