Adhartas le Plana na Gàidhlig
Tha Buill air beachdachadh air aithisg mun adhartas a rinneadh eadar an Giblean agus an t-Ògmhios 2022 a thaobh mar a thathar a’ lìbhrigeadh Treas Plana Gàidhlig na Comhairle.
De na 126 gnìomhan comasachaidh a chaidh a chomharrachadh ann am Plana na Gàidhlig airson a’ chiad chairteal de 2022/23, chaidh aithris gun robh 98 gnìomh ‘air an t-slighe cheart’, gun robh 16 air an crìochnachadh agus gun robh 12 air sleamhnachadh gu ìre.
Thug Comhairlichean fa-near dhan adhartas is dha na dùbhlain a tha an lùib a bhith a’ buileachadh cuid de ghnìomhan comasachaidh a’ Phlana.
Thug Buill fa-near gun robh cuid de na dùbhlain a’ buntainn ri bhith a’ lìbhrigeadh chlasaichean do luchd-ionnsachaidh na Gàidhlig agus gum b’ fheudar grunn chlasaichean a ghluasad bho bhith air an cumail aghaidh ri aghaidh gu bhith air-loidhne. Tha na clasaichean air-loidhne air còrdadh ri daoine agus mar sin thathar a’ beachdachadh air an dòigh lìbhrigidh seo a sgaoileadh a-mach barrachd.
Tha na leanas am measg eisimpleirean de ghnìomhan a tha air an t-slighe cheart sa Phlana:
- Thèid suirbhidh de phàrantan/luchd-cùraim sgoilearan ann am Foghlam tron Ghàidhlig a chumail san t-Sultain am-bliadhna.
- Chaidh seisean airson aire a thogail mu Fhoghlam tron Ghàidhlig a chumail ann am Baile Dhubhthaich air 30 Giblean.
- Chaidh Foghlam tron Ghàidhlig a chur air adhart am measg phàrantan nan Tràth-bhliadhnaichean tro na meadhanan sòisealta aig Comhairle na Gàidhealtachd.
- Chaidh clubaichean às dèidh sgoile, le cleasan air a’ bhlàr a-muigh, a chumail tro theirm an t-samhraidh do sgoilearan Gàidhlig.
- Chaidh bùth-obrach air-loidhne do Cheannardan le solar Foghlam tron Ghàidhlig a lìbhrigeadh air 4 Ògmhios.
- Chaidh leantainn air adhart le co-obrachadh eadar Comhairle nan Eilean Siar agus e-Sgoil gus cuspairean àrd-sgoile sa Ghàidhlig a leasachadh.
- Tha Sgioba Gàidhlig na Comhairle ag obair còmhla ri Sgioba Ionnsachaidh is Leasachaidh na Comhairle gus trèanadh Gàidhlig a thoirt do Bhuill na Comhairle.
Thuirt Cathraiche Comataidh na Gàidhlig, an Comhairliche Calum Rothach: “Tha e air a bhith misneachail dha-rìribh a bhith a’ faicinn nan cleasan is nan gnìomhan Gàidhlig aghaidh ri aghaidh a tha air an lìbhrigeadh le Sgioba na Gàidhlig agus com-pàirtichean a’ tòiseachadh às ùr.
“Chan eil teagamh nach do chuir an galar mòr stad no dàil air cuid de na b’ urrainn dhuinn a dhèanamh gus Plana na Gàidhlig a lìbhrigeadh. Ach a dh’aindeoin sin, tha cothroman ùra air tighinn na chois.
“Ged nach eil dòigh nas fheàrr ann cànan ionnsachadh na a bhith a’ bruidhinn aghaidh ri aghaidh, tha na clasaichean Gàidhlig air-loidhne do dh’inbhich air còrdadh gu mòr ri daoine agus tha seo na dheagh eisimpleir dhen dòigh sa bheil teicneòlasan air-loidhne air dòighean-obrach ùra is innleachdach a bhrosnachadh a thaobh mar a bhios sinn a’ lìbhrigeadh nan geallaidhean againn.”
Gaelic Language Plan progress
Members have considered a report on the progress being made during April to June 2022 on the delivery of the Council’s Third Gaelic Language Plan.
Of the 126 actions identified in the Gaelic Language Plan for the first quarter of 2022/23, 98 actions were reported as ‘on target’, with 16 completed and 12 experiencing some slippage.
The progress and challenges in implementing some of the actions contained within the plan were noted by Councillors.
Members noted that some challenges related to the delivery of Gaelic Learner Classes for Adults which required several classes to be moved from in-person to online sessions. As these have proved to be a popular option this type of online approach is being considered for further roll out by the Gaelic Team.
Examples of some of the actions on target for completion in the Plan include:
- A survey of parents/guardians of Gaelic Medium pupils will be carried out this September;
- An in-person Gaelic Medium awareness session was held in Tain on 30 April;
- Promotion of Gaelic Medium Education for Early years parents was delivered through Highland Council Social media platforms;
- After school clubs with outdoor activities were held during the summer term for Gaelic pupils.
- An online workshop for Head Teachers with Gaelic Medium Education provisions was delivered on 4 June.
- Collaboration with Comhairle nan Eilean Siar and e-Sgoil to expand access secondary Gaelic subject delivery was continued.
- The Council’s Gaelic Team is working with the Council’s Learning and Development Team to provide Gaelic training for Council Members.
Chair of the Gaelic Committee Cllr Calum Munro said: “It has been really encouraging to see the resumption of face-to-face delivery of Gaelic activities and actions by the Gaelic Team in conjunction with partners.
“There is no doubt that the pandemic has curtailed or slowed some of our abilities to deliver elements of the Gaelic Language Plan, however it has brought about some new opportunities.
“While there is no better way to learn a language speaking in-person, the popularity of online adult Gaelic Learner Classes is an excellent example of how the use of online technologies has generated new and innovative approaches to the way in which we deliver our commitments.”
