Ar Gàidhealtachd Ri Teachd 2022–27

Chaidh Prògram Rianachd na Comhairle airson 2022–2027: "Ar Gàidhealtachd Ri Teachd" aontachadh le Buill aig coinneamh na Comhairle an-diugh.

Tha am prògram àrd-amasach seo airson an ama ri teachd ag amas air a bhith a’ dèanamh an fheum as fheàrr de na cothroman is de na stòrasan a th’ againn gus càileachd na beatha a leasachadh do mhuinntir na Gàidhealtachd, le seasmhachd na phrìomh chuspair troimhe.

Thuirt Ceannard Chomhairle na Gàidhealtachd, an Comhairliche Raymond Bremner: “Tha leasachadh a’ Phrògraim againn air a dhèanamh mu choinneimh cùl-raon dhen staing ionmhasail as miosa a tha air a bhith againn airson deicheadan. Tha seo a’ cuingealachadh nas urrainn dhuinn a chosg agus feumaidh am Prògram againn a bhith a rèir ar comais a thaobh cosgais – ach, bidh cothroman an cois gach dùbhlan sa bheatha seo agus sin as coireach gu bheil sinn airson a bhith àrd-amasach ann a bhith a’ cur bun-stèidh air bhonn airson àm ri teachd nas soilleire is nas seasmhaiche do na coimhearsnachdan againn, gu h-àraid an ginealach as òige againn.

“Tha lèirsinn againn de Ghàidhealtachd a tha na h-àite airson lùth ath-nuadhachail cruinneil, a’ dèanamh an fheum as fheàrr de na stòrasan nàdarra againn. Cuidichidh seo gus àm ri teachd nas fheàrr is nas soilleire a choileanadh dhuinn uile, leis an tasgadh, na h-obraichean, am bun-structair, agus an soirbheachas a thigeadh à seo.

“Cha bhi na bliadhnaichean a tha air thoiseach furasta, ach tha sinn a’ gealltainn gun obraich sinn còmhla ris na coimhearsnachdan, na com-pàirtichean is na gnothachasan againn airson Gàidhealtachd Ri Teachd anns a bheil sinn uile airson a bhith a’ fuireach.”

Tha prìomhachasan na Comhairle air an comharrachadh fo chòig toraidhean ro-innleachdail:

  • Gàidhealtachd Chothromach is Chùramach – Obrachadh còmhla gus càileachd beatha agus cothroman a leasachadh do mhuinntir na Gàidhealtachd.
  • Coimhearsnachdan Làidir is Seasmhach – Na coimhearsnachdan againn a chuideachadh gu bhith soirbheachail, seasmhach is làidir, a’ dèanamh diofar math a thaobh beatha dhaoine.
  • Dachaighean Gàidhealach So-ruigsinn is Seasmhach – Taighean a thogail gus taic a thoirt do choimhearsnachdan agus fàs eaconamach.
  • Àrainneachd Ghàidhealach Sheasmhach agus Àite Cruinneil airson Lùth Ath-nuadhachail – Ar freagairt do dh’èiginn na gnàth-shìde is an eag-eòlais a luathachadh. Am feum as fheàrr a dhèanamh de na cothroman ionmhasail is àrainneachdail a tha a’ tighinn am bàrr bho chomas mòr lùth ath-nuadhachail na Gàidhealtachd.
  • Comhairle Làidir is Sheasmhach – Obrachadh le com-pàirtichean gus dèiligeadh ri dùbhlain solarachadh seirbheis le dòigh-obrach dheimhinne a thaobh atharrachadh.

Thuirt Neach-gairm Chomhairle na Gàidhealtachd, an Comhairliche Bill Lobban: “Bha e cudromach nuair a bha sinn a’ leasachadh a’ phrògraim seo, gun robhar a’ toirt fa-near do bheachdan muinntir na Gàidhealtachd a bharrachd air na dùbhlain mòra nàiseanta is cruinneil a tha a’ sìor thoirt buaidh air a’ Chomhairle is air na coimhearsnachdan againn. Bu toil leam taing a thoirt dhan a h-uile duine a ghabh com-pàirt sa phròiseas seo, gu h-àraid a’ chlann agus na daoine òga a dh’innis dhuinn mu na dòchasan is na h-àrd-amasan aca fhèin, gus an urrainn dhuinn obrachadh còmhla gus lèirsinn cho-roinnte a choileanadh airson na Gàidhealtachd sna bliadhnaichean air thoiseach.”

Chaidh dreachd Phlana Corporra aontachadh cuideachd aig coinneamh an latha an-diugh. Tha am plana a’ gabhail a-steach nan ceumannan is nan gnìomhan a tha a dhìth gus am Prògram a lìbhrigeadh is a sgrùdadh.

 

Our Future Highland 2022-27

The Council Administration’s Programme for 2022 – 2027: “Our Future Highland” has been agreed by Members at today’s Council meeting.

The programme has a focus on being ambitious for the future and maximising the opportunities and the resources we have to improve the quality of life for people in the Highlands, with sustainability a key theme throughout.

Leader of The Highland Council, Cllr Raymond Bremner said: “The development of our Programme is set against a backdrop of the deepest financial crisis in decades. This limits our spending power and our Programme has to be affordable – however, every challenge in life presents opportunities and that’s why we want to be ambitious in establishing the foundations of a brighter and more sustainable future for our communities, particularly our younger generation.

“Our vision is of a Highland which is a centre for global renewable energy, making the most of our natural resources. This will help to achieve a better, brighter future for all, with the investment, jobs, infrastructure, and prosperity which would stem from this.

“The next few years will not be easy, but we are committed to working together with our communities, our partners and businesses for the future Highland we all want to live in.”

The priorities for the Council are highlighted under 5 strategic outcomes:

  • A Fair and Caring Highland - Working together to improve quality of life and opportunities for Highland people.
  • Resilient and Sustainable Communities - Helping our communities to be prosperous, sustainable and resilient, making a positive difference to the lives of people.
  • Accessible and Sustainable Highland Homes - Build houses to support communities and economic growth.
  • A Sustainable Highland Environment and Global Centre for Renewable Energy - Accelerate our response to the climate and ecological emergency. Make the most of the financial and environmental opportunities arising from the huge renewable energy potential in the Highlands.
  • A Resilient and Sustainable Council - Work with partners to address service delivery challenges with a positive approach to change.

Convener of The Highland Council, Cllr Bill Lobban said: “It was important that when developing this programme, considerations were given to the views of the Highland people as well as the significant national and global challenges that continue to impact on our Council and our communities. I would like to thank everyone who participated in this process, especially the children and young people who shared with us their hopes and ambitions, so we can work together to achieve a shared vision of Highland in the coming years.”

A draft Corporate Plan has also been agreed at today’s meeting. The plan provides the measures and actions required to deliver and monitor the Programme.
