Waste To Ethanol Plant In Lochaber

A speculative approach has been made by Magna Energy to establish a waste to ethanol plant in the Highlands. Several areas are under consideration including possible sites around Fort William.

Although Highland Council officials have discussed the principles of the process with the promoter, no detailed information on any proposal has been received and therefore the Council must remain open-minded about the principle of a waste to ethanol plant being sited in Lochaber.

There are many serious issues which would require to be addressed before any opinions can be formed and, if this development continues to be pursued by the private sector, it will be subject to the most stringent investigation by SEPA and other relevant agencies as it progresses through the statutory processes. Any such development proposals would require a full environmental assessment, have regard to the provisions of the Highland Area Waste Plan, and also be assessed in the context of national planning policy, Highland Council Structure Plan and the current Lochaber Local Plan review.

With regard to the Arjo Wiggins Paper Mill, it is too early to speculate on what may eventually happen to the site, should the Mill close, but it is certain that the Council will play a very full role within the newly established Task Force to enable the most appropriate, productive use for the site to be identified.

The Council, along with its partners, remains committed to the principle of a Waterfront Development in Fort William, should this prove feasible. The Mill site at Corpach is presently zoned as industrial and the Local Plan Team have been asked for advice on future uses. At present there is a severe shortage of usable industrial and commercial land in the area. 

It is inappropriate for the Area Committee or Members of the Council to express comment on any speculative proposal at this stage.
