Hello, and welcome to Highland Council Trading Standards Cold Call Control Zone Community Toolkit.
This resource has been designed to help you set up a Cold Call Control Zone in your area.
Cold Call Control Zones are run and funded by communities. The Zones are designed to educate and empower residents to tackle doorstep crime by encouraging them to say no to unwanted doorstep traders.
Trading standards are keen to work with communities to encourage them to report doorstep crime and make their area safer.

Cold Call Control Zones are community run and funded schemes that are designed to encourage residents in the area to say no to unwanted doorstep traders. This is done through the introduction of street signage and no cold calling door stickers on individual properties. Each household is issued with a residents’ information pack that encourages the public to report any incidents to the authorities. “It works very well in the area in the respect that we have seen a big downturn in people coming and knocking the doors and most the residents are quite happy with the way it’s working and they'd like to see it further expanded through the wider area.” It is not illegal for a trader to enter a Cold Call Control Zone; however the zone should deter doorstep rogue traders from operating in the area. Cold Call Control Zones is an initiative that tackles doorstep crime by encouraging residents to say “No” to unwanted doorstep traders. This is done through the introduction of street signs and double sided door stickers within a zone and the education of local residents in how to deal with a doorstep trader.
