Largely Superseded Local Plans

The new Local Plan for the whole of Sutherland has replaced the following four plans where the new Local Plan covers the same area.  The four plans are therefore largely superseded. The Written Statements for each plan are available below (Because some of the files are large, it may be better to download the files to your hard-disk first by right-clicking on the link and selecting Save Target As).

The maps for the above plans are currently not available on-line.

Sutherland Futures

As part of The Council’s commitment to engaging communities in the preparation of the new Sutherland Local Plan, we carried out a number of public exhibitions and meetings, in tandem with the publication of the Sutherland Futures consultation document.

We found the consultation events hugely useful and thanks are extended to everyone who took the opportunity to attend. They have enabled us to gather local knowledge and community views on the future development of the area. This will add value to the process of preparing the new Local Plan and there will be a better Plan as a result.

The closing date for comments was 15 December 2006 and these were all carefully considered by the Council before deciding on the contents of the Local Plan.

Sutherland Futures Consultation Events

Deposit Draft 2007

The Council published a Deposit Draft version of the new Sutherland Local Plan for consultation commencing 9 November 2007.

The deadline for representations was 5pm on Friday 1 February 2008. More information about that consultation was given in the formal Public Notice that was published.

However, since then the Council published the Pre-Deposit 2008 version of the Local Plan for consultation.  Representations received on the Deposit Draft 2007 were carried forward and considered carefully together with those received on the Pre-Deposit 2008.

The Deposit Draft Local Plan 2007 comprised a Written Statement together with Mapping and relevant text which may be viewed by clicking the links below.

There was also a Statement of Publicity and Consultation Leading to the Deposit Draft Local Plan 2007.

The Draft Environmental Report October 2007 was also published and comments invited, with the same deadline.

Pre-Deposit Draft 2008 

A Deposit Draft of the Sutherland Local Plan was approved by the Planning, Environment and Development Committee on 26 September 2007 and subsequently published for a 12 week consultation period during Winter 2007-08. The Draft Environmental Report was also published with opportunity to comment by the same deadline.

However, as reported to the Planning, Environment & Development Committee at its meeting on 19 March 2008, the Scottish Government urged the Council to re-consult on its assessment of the environmental effects of the Sutherland Local Plan. The reason was to offer an earlier and more effective opportunity for comment on these effects and the Council’s consideration of them. The Council therefore decided to publish an augmented Environmental Report and to offer another opportunity for comment before making decisions about the contents of a new, more finalised, Deposit Draft Plan.

A 6 week consultation period therefore ran from 16 May until 27 June 2008.  More information about that consultation was given in the formal Public Notice.  However, people who made representations as part of the consultation during Winter 2007-08 were not to send these again and we wrote to advise them of that. All those representations were carried forward and considered, together with those received as part of the further consultation.

The documents that were made available for comment were as follows:

A report on issues raised through consultation was considered by Committee in September 2008.  The Council decided to make some changes to the Local Plan and has since published the Sutherland Local Plan - Deposit Draft (November 2008), see below, and Revised Environmental Report for consultation.

Deposit Draft (November 2008)

All of the documents and other information are available on the Deposit Draft 2008 page. 

The Council published the Sutherland Local Plan - Deposit Draft (November 2008) and Revised Environmental Report.  There was opportunity to view the documents and to submit to the Council representations and comments, which had to arrive no later than 5pm on Friday 23 January 2009.  Further information about the consultation was given in the Public Notice.  A report on the issues raised was considered by the Planning, Environment and Development Committee on 18 March 2009.  Appendix 2 to that report provides a fuller version of the new representations.  A link to the Committee Papers is available in the Related Information section on the right of this page.  A further report was considered by Committee on the 20th May 2009.

Outstanding issues of objection were subsequently considered at Examination and following that the Council published the Plan As Modified together with associated documents including the Notice of Intention to Adopt the Local Plan As Modified.

Consideration of Comments and Representations on Earlier Drafts

A report on issues raised through consultation on earlier drafts during 2007 and 2008 was considered by the Planning, Environment and Development Committee on 23 September 2008.  Appendix 2 to the report sets out a full response to comments received.

Modifications (March 2010)

The purpose of the Modifications (March 2010) version of the Local Plan was to illustrate how the Plan as Modified (March 2010) differed from the Deposit Draft (November 2008).

The Proposals Map and Background Maps were not reproduced here.  However, modifications were made to those maps to take into account factual corrections and factual updating in respect of the features displayed on the maps.  Please refer to the Plan as Modified document which contains those modified maps.

Plan As Modified (March 2010)

The Council published its intention to adopt the Plan As Modified in April 2010.  The Plan As Modified incorporates the Modifications published in March 2010.

The Council considered the Report of Examination.  There is one aspect of the Reporters' recommendations which the Council decided not to follow; a Statement of Explanation of that was produced.  Modifications to the Plan were published.  An Update Statement was produced with regard to Strategic Environmental Assessment and Habitats Regulations Appraisal including Appropriate Assessment was also produced.

Adopted 2010

The Sutherland Local Plan was adopted on 24 June 2010.

Background Papers

The following Background Papers set the context for the Plan. We produced them in November 2005 for information and comment. They set out the recent changes and the current context in terms of Housing, Economic Development and the Environment. They also raised a number of issues to be considered as part of the Local Plan process. They were sent out to all the main local organisations and other agencies we would normally consult when we prepare a local plan.
