Delivery Programmes
Plan Delivery
We intend to deliver our development plans in the following ways.
The Delivery Programmes set out the timescales and actions for the delivery of development and infrastructure for each of our local development plans. Their purpose is to provide information for identifying, monitoring and implementing the actions for delivering future growth in Highland.
As outlined in our January 2025 Development Plan Scheme, the previous three Delivery Programmes have now been consolidated into a single document. It is structured into three color-coded sections corresponding to the existing area plans: Inner Moray Firth (IMFLDP2), Caithness and Sutherland (CAS Plan), and West Highland and Islands (WEST Plan). The IMF section, alongside the Deliverable Housing Land Pipeline, forms the official Delivery Programme for the Inner Moray Firth Local Development Plan 2. This was approved by the Economy and Infrastructure Committee on 22 August. As a dynamic working document, the Delivery Programme supports all types of development across Highland and will be updated every two years in line with Local Development Planning Guidance. A working version is also maintained to track progress and new actions.
The Delivery Programme is in line with the most recent Housing Land Audit, offering insights into the projected phasing of new housing developments. It also takes into account the School Roll Forecasts, which predict changes in pupil numbers for both primary and secondary schools in Highland. Developed through a collaborative, multi-disciplinary approach, the programme incorporates contributions from various Council departments, including Transport, Housing, Education, and Planning, as well as key external agencies such as Transport Scotland, Hi-Trans, Scottish Water, and NHS Highland. This ensures a unified, comprehensive framework aimed at enhancing and investing in the future of our communities.
We are also considering the use of Masterplan Consent Areas within Highland. The Masterplan Consent Areas Statement explains that consideration.
Fort William 2040
Fort William 2040 (FW2040) is an ongoing project to plan, refine and implement a shared vision for the future of Fort William and Lochaber. It forms an important part of the future delivery of the WestPlan section in the Delivery Programme.
